justify\"\u003e不久前，9部门印发的《关于扩大服务消费的若干政策措施》中提到，在放假总天数和教学时间总量保持不变的情况下，鼓励有条件的地方结合气候条件、生产安排、职工带薪休假制度落实等因素，科学调整每学年的教学和放假时间，探索设置中小学春秋假，相应缩短寒暑假时间，增加旅游出行等服务消费时间。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp justify\"\u003e一般来说，义务教育阶段学校的寒假通常从1月中旬开始，至2月下旬结束，时长约一个月；暑假始于7月初，延续至8月底，时长约两个月，9月1号几乎是约定俗成的秋季开学日。高中的假期安排与义务教育阶段大致相近。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e高校的寒暑假就更灵活一些，寒暑假都会更长，寒假可能从1月初就开始了，暑假有时会延长至9月初。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e世界上绝大多数国家的中小学都设有寒暑假，只是名称和时间会因地域差异有所不同。之所以有寒暑假，显然有它的合理性，就以我国的情况来说吧。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e首先是气候因素。夏季全国普遍高温，尽管如今空调普及了，全国各地仍有很大一部分学校教室没装空调，持续的炎热天气影响学习效率，也对学生的身体健康构成威胁。而寒冬腊月，北方寒冷、南方湿冷，极端低温也不利于正常教学活动的开展。将寒暑假设置在一年中最热和最冷的时段，是“因时制宜”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e从历史传统来看，寒暑假制度与我国的农业文明和文化习俗相契合。在传统农业社会中，暑假正值夏收夏种的农忙时节，学生需要回家协助农事，而寒假则与春节紧密相连，满足了阖家团圆的文化需求。随着工业化和城市化的推进，农业生产对假期的影响已大幅减弱，但与传统生活节奏相契合的假期安排，依然被保留下来。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp justify\"\u003e事实上，欧美普遍有类似的春秋假制度，但跟寒暑假相比，春秋假一般都很短，普遍在一周左右。我国也有一些地方已经实行了多年的春秋假制度，譬如杭州的春秋假已经实行了二十余年，春秋假同样很短，一般是三天。春假与五一假期连休，秋假则与国庆假期连休，这样一来，春假连着五一可以达到5-7天，秋假连着国庆可以达到10-11天。比如今年国庆，杭州不少学校连着秋假，就能连休11天。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp justify\"\u003e想象一下这样的场面：春天来了，天气暖起来，草木都透着劲儿长，叶子是新绿的，有的地方还开着细碎的花。孩子们走出课堂，不用去多远的景区，可能就是家附近的草地、河边的树林，或是城郊的田野，看看树木如何生长，听听鸟鸣如何清脆，感受风吹过脸颊的轻柔……很美好，不是吗？\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e让孩子们在自然中奔跑、观察，或者仅仅是安静地发呆，能给他们带来课堂之外的启发，培养他们对自然的热爱和尊重。夏天太热，冬天太冷，恰恰是春秋时节，最适宜孩子们多多接触自然。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e这次9部门发文，更多是从激发消费活力的角度来考量。短暂的假期能够激发家庭进行本地或周边的中短途消费，助力地方经济发展。同时，春秋假也有假期分流的作用，降低法定假期峰值负荷带来的管理难度和安全风险。\u003c/p\u003e\u003cp class=\"contentImg style=\"text-align: justify\"\u003e不同于寒暑假有相对固定的时间，春秋假要放在什么时候？像杭州春假与五一一起，秋假与国庆一起，但一直也有不同的声音。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e此前就有家长向杭州政务平台反馈，希望春假与清明节一起放。理由是，清明时节正值春暖花开，气候宜人，更适合开展踏青、祭祖等传统活动，与自然节律也更为契合；若与五一合并，因时间偏晚而错过最佳季节，就削弱了春假本身的意义，也使得假期的活动安排缺乏文化内涵。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e反对秋假与国庆长假相连的家长认为，过长的假期容易导致学生学习节奏中断，节后难以迅速回归状态，影响教学进度和效率；与国庆假期相连，无法形成错峰旅行，也降低了秋假的休息质量和家庭体验的舒适度。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e所以，如果有地方决定实行春秋假，“什么时间放假”需要好好推敲。是否与传统节假日衔接？如果不与节假日衔接，单独设置于学期中间，是否会导致学期被分割过多，从而影响课程的连贯性，增加教师教学管理和学生适应节奏的难度？\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e春秋假的另一个巨大挑战是，家长怎么办？孩子放假，但多数家长并没有放假，如果家长没有办法请假，孩子谁来管？如何管？这直接关系到春秋假政策能否真正发挥其预设的积极作用，而非衍生出新的问题。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e我国大部分家庭是双职工家庭，短短几天假期，如果家长没有办法请假，孩子若无人看管，春秋假是否会变成孩子的“手机假期”？\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e如果送去托管，学校是否愿意、是否有能力提供官方托管服务？这仍是一个问号，也涉及教师的工作负担、经费来源以及责任划分等一系列复杂问题。而如果是选择商业性托管机构，春秋假是否会变成孩子的“补习假”？孩子换个地方上课，不仅没休息好，还得承受学习压力，家长还得花钱，完全违背了设置春秋假的本意。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp
